[Bug 864648] [NEW] Screen brightness resets to full when switching desktops

Screen brightness is controlled using function keys on my laptop.  When
switching desktops, or when first loading Ubuntu, the screen brightness
is reset to full every time.  Attempting to adjust the screen brightness
causes it to jump to the original position.
