Problem still present when upgrading from 8.04 to 8.10 and even persists when upgrading further to 9.04.
It only affects existing users. When I create a new user, the keyboard is working as expected. However none of the above workarounds does fix all the issues for my existing user.
Best I can achieve is when setting keyboard to evdev after login to get any key working but the down cursor ...

Is there nobody who knows what I can do to get the keyboard settings of
a new user to apply to my existing user?
