You have a significant number of server packages installed.  It is
likely that one or more of these is handling the console inappropriately
at boot time.

cloud-init
monit
mysql-server-5.1
postgresql-common
tomcat6

I recommend that you try disabling each of these services in turn and
reboot after disabling each one, to see if one of these is the culprit.
