You can try this - YMMV
Set up the touchpad as you'd like as far as the 'disable while typing' & 'tap to click' options
Then inactivate the mouse plugin itself, the setting prior to making the plugin inactive will be held.
If needing to re-adjust the plugin setting you must re-activate the mouse first
To deactivate the mouse plugin
gsettings set org.gnome.settings-daemon.plugins.mouse active false
