Locking them in Synaptic will only effect upgrades done through
Synaptic.  Pinning the versions will prevent any of the utilities from
seeing the updates.

After you backlevel the following packages to the 9 release, create a new file called '/etc/apt/preferences' which contains everything between the following dotted lines:

Pin: release
Pin-Priority: 999

Package: libc6-dev
Pin: release
Pin-Priority: 999

Package: libc6-dev-i386
Pin: release
Pin-Priority: 999

Package: libc6-i386
Pin: release
Pin-Priority: 999

When a fix for the issue is released, simply delete or rename
/etc/apt/preferences.
