[Bug 401463] [NEW] keyboard layout isn't active after connecting usb-keyboard

I've got 9.04 on my laptop. The following bug has been discovered:
Non-default keyboard layout cannot be turned on when usb-keyboard is connected after the system start. The layout should be removed and then added again to be possible to turn on again.
