I can see the bug has been moved to the fglrx-installer section but it also happend when I used the open source driver. 
I have to say that I have had more flicker in the OS now that I have changed to the ATI driver. It is another kind of flicker. The image on the screen doesn't jump but the image flickers like a bad connection in the cables (but the isn't one).
So the problem can't be fglrx specific but must be from a subsystem that both the open source and ATI driver uses.
