It looks like debconf is no longer being seeded with the information
that dexconf needs.

We should instead just put a static file in rather than trying to
generate it.  IIRC the generator was pretty much just ending up with a
fairly empty file anyway.  This attached file is basically what it had
been generating in all cases.
