[Bug 453365] [NEW] dkms should start before gdm if needed for video driver

Right now dkms does not start before gdm, so if you’re using a
restricted video driver that it hasn’t been built yet for the current
kernel, gdm will just sit there helplessly flashing the screen until
dkms runs.
