Why isn't there? It's part of the plymouth package; if you have plymouth
installed you should have this file, and if you don't have plymouth
installed you don't have this bug.
If you have plymouth installed and have removed the file... you shouldn't do
that. You will need to purge the plymouth package and reinstall it (sudo
apt-get purge plymouth; sudo apt-get install plymouth) to restore the
missing conffile.
