This sounds similar to some plymouth bugs.  Does the issue go away if
plymouth is disabled or uninstalled?  You might also want to review the
list of bugs already filed against plymouth, there are several already
open ones that sound similar to this.  If your bug differs from them it
would be helpful if you could identify here what those differences are,
as it could help in understanding your bug.
