There must be something wrong with my Samsung TV. I still can reproduce
this issue with an Nvidia Geforce GT220M. Next week I try Lucid beta,

Status in “nvidia-graphics-drivers-180” package in Ubuntu: New
Status in “nvidia-settings” package in Ubuntu: Confirmed
Bug description:
Binary package hint: nvidia-settings
I can't set any other resolution or refresh rate.
I found the Problem!
I attached the original .nvidia-settings-rc (from fresh install, not working)
and the corrected one.
The Problem is the line 36:
0/GPUScaling[DFP-1]=131075 (not working, default setting)
0/GPUScaling[DFP-1]=65537 (working)
(I dont know, how i did get that value, I am just lucky)
(I ve noticed that issue on Alpha 4, - 6, Beta and RC )
