I upgraded this system to Karmic 9.10 and it has not crashed at all for
the last month.  The ATI driver seems to be working because Compiz works
with the extras turned on.  It still picks some crazy screen mode that
my monitor can barely display during the boot cycle but it comes up fine
when it is finished.

 This system with Ubuntu is very usable now.  I would consider this bug
resolved.
