[Bug 554100] Re: After fresh install, but everything seems to be working

this was detected by the "shutdown hang" apport hook. It means that some
process was still running during shutdown when /etc/init.d/sendsigs was
run, and it didn't get killed by SIGTERM:

This causes long shutdown times (10 second timeout).
