[Bug 559990] [NEW] Half my screen doesn't work

I usually have desktop effects enable, but those crash on login.  This
screen problem is the result.  I have no display in the lower quarter of
my screen.  I can bring my mouse down there and it will be seen, but
regular programs won't display down there.
