I had the similar issue trying to remove the fglrx driver after the
upgrate from 9.10 to 10.04 RC.

fglrx was installed in 9.10 (from ubuntu repo, of course), I've
performed the upgrade, then I've tried to remove fglrx using jockey
utility.
