Why do you want to compile an old driver? Is the shipped driver not
working? What graphics card do you use exactly?

The upstream bug you linked does not deal with xserver-xorg-video-sis it
describes a problem while compiling xserver-xorg-video-tga maybe you are
mixing something up?
