This occurred on lucid, which is the latest version of Ubuntu.

The bug report was filed on 9.10 after restoration, since the system was
unusable after the "upgrade".

The failed upgrade partition was zipped and stored so files are
available from that.  It would not be possible to run apport on an
unusable system.
