The automatic GPU hang crash reports were turned off a while ago, since
we had many false positives and lots of automatic data for those that
were not false positives. You can manually enable it by uncommenting the
last line in /lib/udev/rules.d/40-xserver-xorg-video-intel.rules (and
possibly reboot), but this file will be overwritten on updates.
Moreover, apport is usually turned off by default before release.

No, last time I checked the code (and it hasn't changed in Lucid since
then), GPU reset was only supported on 965G/GM and newer.
