A Direct3D state tracker wouldn't do what you think it would.  In
particular, a Direct3D state tracker would *not* make Windows games run,
nor would it help Wine very much.

I'm marking this as invalid.  We're not going to do any work to make
this happen in Ubuntu, and it wouldn't be very useful if we had it.
