If it's just the panel which does not work, can you please open a
terminal and do "ubuntu-bug xserver-xorg-video-ati"? This will file a
new bug with the relevant hardware information attached.

fglrx is not supposed to be installlable in a live system. I'll close
this bug, since ubuntu-bug will create a new one. Thank you!
