This seems to be a re-appearance of the bad Plymouth/X interaction we
hit in Lucid.  People report that it seems to have started with the
recent xorg-server upload, of xserver-xorg-core 1.9.0-0ubuntu1, but I
can't see any VT-handling related changes in the server that might
trigger this.

It looks like bug #534861 may need to be re-opened.
