This affects me too. Dell Inspiron.

Sometimes on resume (not every time) the screen will appear black with
the exception of the notification popup in the top right corner. I can
move my invisible mouse pointer over it and make it fade back but that's
about it. I end up holding down the power button to force a shutdown.
