This bug was fixed in the package budgie-artwork - 0.14.4

Status in budgie-artwork package in Ubuntu:
  Fix Released

Bug description:
  Libhandy apps in 22.04 are incorrectly dark-themed - they default to
  dark adwaita rather than pocillo when the slim variants are used.

  It is because libhandy assumes dark & light variants have the suffix
  "-dark" and "-light" respectively.

  In Pocillo the convention is Pocillo-dark-slim and Pocillo-light-slim.

  We will have to adjust the theme name convention to "Pocillo-size-
  color".

  Whilst this will 'break' upgraders - this is a small issue since users
  can easily choose the changed name in budgie-desktop-settings.

  NOTE: the diff on this will look scary simply because the name change
  looks like lots of stuff has been deleted and lots of stuff is new.
  The change is simply the name of the two folders

  Pocillo-dark-slim --> Pocillo-slim-dark
  Pocillo-light-slim --> Pocillo-slim-light
