custom formats and other configuration is through budgie desktop
settings - click on the clock applet and you will see the settings that
can be modified

Status in budgie-artwork package in Ubuntu:
  Invalid

Bug description:
  Display time, date top bar of the desktop

  The upper bar can currently only show the time in hours:minutes. An
  extended selection is not possible. A change in Ubuntu 21.10 Budgie is
  possible, but there is no possibility to display the day of the week.

  It would be nice if this display could be structured like this in the
  final version:

  13:38:40 Thursday, 04/14/2022 (or other Language Format)
