Bug description:
  Request

  A description of the proposed changes, with sufficient detail to
  estimate their potential impact on the distribution

  -->  Ubuntu Budgie is currently using the snap ubuntu-budgie-installer
  for its noble dailies.  This cannot be maintained by the team by
  itself for the duration of the LTS due to its links to Canonicals
  desktop-provision and subiquity projects that are rapidly evolving.

  A rationale for the exception, explaining the benefit of the change

  --> ubuntu-desktop-bootstrap is the desktop teams request for ubuntu &
  flavours to use i.e. to not use ubiquity and instead use either
  ubuntu-desktop-bootstrap or an alternative such as calamares

  Any additional information which would be helpful in considering the
  decision

  --> Currently the stable version of ubuntu-desktop-bootstrap does not
  work for flavours.  We hope by UI freeze these issues are resolved by
  the installer developers.
