Tom proposed the following answer:
8.04 has Long Term Support and thus gets all the bug-fixes before other
versions of Ubuntu so many people are sticking with 8.04 until the next
LTS release in 2010, April. 9.04 does not have long term support and to
'upgrade' to it you'll need to go up to the top taskbar and click on
System - Administration - Synaptic Package Manager
Settings - Repositories - Updates
then at the bottom change "Release upgrade" from "Long Term Support
Releases only" to "Normal releases"
But as i have already said many people would consider 9.04 to be less
worthwhile having than 8.04 because of the bug-fixes and all that.
