[Question #76728]: changing permission to extract files xampp to /opt

New question #76728 on k9copy in ubuntu:
https://answers.launchpad.net/ubuntu/+source/k9copy/+question/76728

I have been trying to extract xampp to /opt in /file on my ubuntu 9.04 system. I cant do this because an error message tells me I dont have permission. I am logged on as administrator but still no luck. I have tried by creating another folder in my home directory and I can extract it ok. Then when I try to set up a link to /opt/lampp to access xampp, it tells me there is no directory. What am I doing wrong. I have followed the online tute to install xampp and cant get it right. Mainly because I cant use the /opt link.
