bim proposed the following answer:
In the bottom left hand corner there is either
(a) - a gob that looks like a London tube station or a gyroscope
(b) - an electric plug and a socket, not plugged in.  
   Find these right under the word "Memos"

If you have (b) then Send and Receive is not turned on, because
Evolution does not want to be connected to the web.

If you click on the plug, then it will connect and message traffic
should resume, either on a timer basis or by clicking "SEND/RECEIVE".
