You can do this either when you create the user or later.
1) When you create a user:
a) Goto System->Administration->Users and Groups
b) Press the unlock button, put in your password, and click authenticate.
c) Press the "Add User" button.
d) Select "Desktop User" from the "Profile" drop down. This will check a subset of the options in the "User Privileges" tab.
e) Set up the rest of the user options as desired.
2) To change an existing user:
a) Goto System->Administration->Users and Groups
b) Press the unlock button, put in your password, and click authenticate.
c) Select the user in question and press "Properties"
d) Goto the "User Privileges" tab.
e) Uncheck "Administer the system"
