well yeah as you do not have network access do you, the files are on the
internet and your connection doesnt work right now so it will fail.

either use a wired connection til you get on your feet or use a usb
stick to transfer the files from one system that has internet access to
the one that doesnt.

If the system is a dual/multi boot wit working internet on that, you can
download the files onto the system that way then access the other
partitions from withing Linux (Linux can read NTFS if you use windows,
for example)
