tlauriau confirmed that the question is solved:
Unbelievable!  that is what it was!

Open Office does not support English (Canada).  Unless of course i did
not load the dictionary correctly unless of course it came with the
package.

No our's and a fewer z's but alas i can live with that rather than no
spell check at all!
