To get new release upgrade availability from Update-manager on a Long
Time Release as Ubuntu 8.04 you need to...

Open Menu System → Administration → Software Sources [ "Updates" tab]
Change from Release upgrade (listbox) "Long Time Support Release only" to "Normal Release"
