you can use your install CD to delete partitions from the drive(s) and
then use the free space to reinstall Ubuntu.

Deleting the partitions will free up space, but will also destroy any
data they hold so make sure your backups are recent (If required)

You do not need the internet to reinstall an OS, you simply need a CD to
install the system, just like Windows.
