Maybe but that would involve reading the exe in some way first. This
would fall on the file manager to first realize it is an exe, then read
the file and then display it if the exe indeed has an icon embedded in
it.

If you can work out how this is done you are free to contribute your
findings and skill to getting this done. I think the guys in the
nautilus team would rather expand on functionality and efficiency rather
than some 3rd party app icons.
