actionparsnip proposed the following answer:
You need these commands:

sudo wget http://www.medibuntu.org/sources.list.d/jaunty.list --output-
document=/etc/apt/sources.list.d/medibuntu.list

Then run:

sudo apt-get update && sudo apt-get install medibuntu-keyring && sudo
apt-get update

You will get a warning about trusting the source, thats what the
medibuntu-keyring is for. You won't get warnings after installing that.

You can now run:

sudo apt-get install libdvdcss2

and you can now play DVD in any player you choose
