actionparsnip proposed the following answer:
you can either find a hardy repo for kde 4.3 or upgrade to jaunty as it
hasn't been backported to anything earlier (as far as I know)

http://ppa.launchpad.net/kubuntu-ppa/backports/ubuntu

if you upgrade to jaunt you can add

deb http://ppa.launchpad.net/kubuntu-ppa/backports/ubuntu jaunty main
deb-src http://ppa.launchpad.net/kubuntu-ppa/backports/ubuntu jaunty main

to /etc/apt/sources.lst and upgrade to 4.3 but DO NOT add this to a
hardy system as it may break it.
