[Question #77855]: permissions bug in 8.04 amd64

Release is the April 24, 2008 release of 8.04 Ubuntu (Hardy Heron) for amd64

Installed 8.04 stable on HPtx1327 dual amd64 (turion)
Installation expert mode, simple mode, all modes went well, installed working systems but produced the same bug.
Using the group and users to change permissions won't permit any changes.
Using the admin stool won't permit any change.
Using terminal and sudo -i will not put user in super-user mode
Therefore, user can't install any software, can't mount any drives, can't install printer.
I disabled gdm and entered the lowest shell as root. All works fine. I can start the gui with startx and there are a few "can't do's", but basically works fine.
I looked for, but can't find the offending script. (rc file)
