As far as I think I know OpenCobol is an "amputated" version of Cobol. Converting Cobol into C and that can not be a solution that can be ported to production Mainframes. There are complete solutions for Windows like Mainframe Express where you  can program, test and debug on Workstations and finally export to Mainframe. The programs you write and debug are the same as is finally ported to mainframe. And it is funny both to program and use. See http://www.microfocus.com/products/mfeee/
