Tom proposed the following answer:
Ok, try this instead now.  Go up to the top taskbar and right-click on
an empty space along it - choose "Add to panel" and scroll right down to
very near the end of the list.  Double-click on "Volume Control" which
should have an icon of a small twiddly dial.

Any good?
