Tom proposed the following answer:
Yes, you can resize sdb3 down by 2Gb and increase sdb2 by 2Gb.
Otherwise you could delete them both and create them again or whichever
way but 5Gb is plenty.  7Gb is a lot but that will be fine too.
Sometimes it good to have more space than you need for this :)
