I think you are experiencing this bug:

You will need to boot the 2.6.28-11-generic kernel in Ubuntu 9.04 in
order to have a chance of getting your wireless card to work. There are
bugs/regressions in kernel 2.6.28-13-generic that are preventing your
wireless chipset to work.
