Does this happen with all users. Make a new user (in root recovery
console if needed and log in as that, if it is the same then it is the
system, if it is not then it is the settings.)

A reinstall is often unnecessary.

Is this a fresh install? Are you fully updated.

Can you please provide

uname -a; lsb_release -a
