[Question #78866]: How do I determine what is wrong with my display?

I have a problem with my display, and as it is an LCD on a laptop, I'm guessing that it has something to do with the framebuffer.  I'm seeing small artifacts appear and disappear intermittently.

This doesn't seem to affect proper functioning, however it is annoying and unpolished.  I would like to report a bug, but I'm not sure whether it would be in the framebuffer or elsewhere.  I can't imagine that it hasn't already been filed as a bug, but I lack the diagnostic skills to find the report and track it to resolution.  For example, perhaps it is the same as bug 22214, but I don't know how to determine that.

Please help.
