I can perhaps comment about an update versus a new install of Crunchbang
Linux (an Ubuntu derivative).

8.10 used lxpanel as the bottom bar, which had certain qualities. I
updated 8.10 to 9.04 by changing the sources list. It kept lxpanel.

I did a new install of 9.04 on another computer. 9.04 used tint2 as the
bottom bar - and it had different qualities. So that installed tint2.

An update will give you an update of the packages which are installed,
but it will not install new packages which might be on the new install.

(Complicated or what?)
