Did you burn the ISO file to the disk as an ISO file only on the disk or
did you open the ISO file with your burner which woiuld then create the
bootable CD. You do not

1. Extract the data, then burn it
2. Write one file (the ISO) to the disk.

If you use Nedro (for example) right click the file -> open with
then select nero.exe
