dnairb proposed the following answer:
By default, gparted can't work with NTFS partitiions.
You need to install ntfsprogs to gain NTFS access via gparted.

-Close gparted.
-In terminal, enter:

sudo apt-get install ntfsprogs

Enter your password and press <ENTER>

-Close terminal
-Reopen gparted, and you should now be able to format a partition to NTFS
