  sometimes can't get value of pm2.5

Status in indicator-china-weather:
  Fix Committed

Bug description:
  Because every client get pm2.5 by access pm2.5 api directoryly, and
  the server can only be accessed 500 times a hour. If the times is
  over, we can not get value any more in this hour.
