  By default, the refresh time is too frequent

Bug description:
  By default, the refresh time is 15 minutes. I think is too frequent.
  Even though the weather is always changing, but the weather station
  cannot get weather data every 15 minutes. So we have no neccessary to
  refresh using the rate. Maybe one hour is better for us.
