THe bzr branch containing the packaging for this does not contain a
watch file, so bzr builddeb couldn't fetch a tarball. I jumped onto the
homepage and went to the downloads section, which redirected me, but no
sign of the tarball.

I suggest adding a watch file to the package. I would have uploaded this
otherwise, thanks.

  "fcitx-qimpanel" is an input panel provided by UbuntuKylin team. It is
  used for fcitx input frame and developed using QT/QML. Compared to
  kimpanel, it is more independent and stable. It will be installed as
  the default panel in UbuntuKylin 13.10.
